The anime series Naruto is perhaps best
described as "Harry Potter with ninjas instead of wizards." The
world the series takes place in is divided into countries that take
their names from natural attributes--the Land of Clouds, the Land of
Fire, etc.
The plot of the movie Naruto: Dai Katsugeki! Yuki Hime Shinobu Houjou
Datte Bayo!! (Naruto: The Snow Princess` Book of Ninja Arts) involves the protagonists being hired as bodyguards for a
primadonna-ish actress, a simple training assignment which eventually
somehow turns into taking part in a full-scale coup attempt against the
Lord of the Land of Winter.

What I took to be the ensign of the the Land of Fire is shown
flying from the mast of a sailing ship: a saffron swallowtail bordered
in white.

The flag is lilac-colored, vertical, and very tall, with the emblem of
the Land of Winter near the top.

The royal standard is also vertical, but with 2:3 proportions and a
different, though clearly related symbol (oddly resembling a decapitated
snowman), and three dots below.
